The Former President's Progressive Alarm Misses The Continent's True Danger: Economic Decline.

Donald Trump's security policy document presents a flawed assessment of Europe. It claims that open-border policies and so-called "progressive" agendas pose an existential risk to the continent's identity. Yet, this argument is based on a serious misreading of the situation. The actual danger facing Europe is not cultural but economic and technological backwardness.

The Stark Economic Divide Between the US and Europe

The data paint a sobering contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, while a mere 13.5% growth for the EU. Over this time, EU GDP per capita fell from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than several leading EU nations like Italy and France.

Currently, about half of the world’s 50 largest tech companies are US-based, while only four are European.

The Innovation Shortfall: A Critical Problem

This widening disparity is driven by stronger efficiency gains in the US, fueled by breakthroughs and better use of resources. The landscape of world technology dominance is decidedly American. In the last five decades, hundreds of American startups have scaled into enterprises valued at over ten billion dollars, versus just 14 in Europe.

This gap prompts a pressing question: As the competition for future industries like AI, semiconductors, and quantum computing, where does the EU stand? Most analysts agree it is essentially a two-horse race involving the United States and China, with Europe starting at a clear handicap.

Root Causes of Europe's Innovation Gap

Several major factors account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile system for funding startups. The EU still lacks a true capital markets union, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A US startup can launch a service under one regulatory framework to access a market of over 330 million. The European Union, despite a bigger population size, is divided among 27 separate systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for pioneering research.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, one can find causes for optimism. European leaders are growing more conscious of the severe threat and have started to propose substantial change. Notable analyses on European competitiveness and the single market highlight the need for major reforms.

Given appropriate incentives and rule changes, Europe's strengths could support far greater degrees of commercial innovation.

The continent retains considerable strengths: high-quality human capital, excellent schools and universities, and premier labs. Coupled with a large internal market and substantial household savings, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing cutting-edge tech, it can still significantly increase economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

The European Union now stands at a critical crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
